Out of 300 high-ranking officials who are appointed by the president or cabinet, 10 to 15 have forged education diplomas, says head of Ukraine State Department for Government Service Tymofy Motrenko in his interview with Dzerkalo Tyzhnya Dec. 19.For over 40,000 petty officials entering government service every year, this ratio can be even higher.
Screening government officials is common practice in many countries, Motrenko emphasized. It is a rule of thumb to check anyone applying for a government service. The public is entitled to know the truth about applicants, Motrenko added.
The public cares about the condition of a future premier’s health, education of presidential aides, possible convictions of heads of administration or incomes of officials, he said.
In a recent scandal, deputy head of Ukraine’s secret service and former presidential aide Andry Kyslynsky was accused of submitting a faked diploma when he entered government service.
