Kyiv media are rife with reports about local housing maintenance companies (Zheks) officials making lists of tenants with outside air-conditioners, satellite antennas and balconies with modern expensive windows. Some journalists believe the lists are made to levy additional taxes on their owners in an attempt to reduce the city budget deficit.However, representatives of the mayor’s office dismissed the rumors about plans to levy new taxes. As Mayor Chernovetsky is reportedly taking medical treatment in Israel, the statement was made in Kyiv by his deputy, Anatoly Holubchenko.
He admitted, though, that only the owners of windowed balconies will be listed, saying that, under the city’s rules, some of the balconies, especially facing central streets, cannot have the windows as they affect the overall exterior design of buildings.
Journalists offer another explanation for inventive Mayor Chernovetsky attempts to supplement the city budget. The fact is that, under the law, installation of exterior antennas, air-conditioners and windows on balconies is subject to permits by the city officials.
It remains to be seen whether payments for permits will flow into the city coffers or right into the pockets of greedy officials.
