Yushchenko to name his candidate for premier in 10 days, political expert Tsybulko opines

In the opinion of Volodymyr Tsybulko, Pres Yushchenko can break the deadlock in VR by naming a new premier to legislators. The present government of Yulia Tymoshenko, the expert claims, has no support in VR to pass important legislation. “If the cabinet fails to negotiate a broader coalition, president must take the situation in VR under his control,” V. Tsybulko told ZIK June 19.  

Asked who the likely candidate might be, V. Tsybulko said,”Ukraine is faced with the need to open the door to a generation of younger politicians. Speaker Arseny Yatseniuk is a product of our independence, same as politician and businessman Valery Khoroshkovsky or Dnipropetrovsk oblast Governor Viktor Bondar. They all belong to the 30-40 age-group. I think that Ukraine is mature enough to have a change of political generations.”

Answering the question about the future of the coalition of democratic forces in current conditions, V. Tsybulko pointed out, “The coalition does not exist any more. That is, it exists from the legal standpoint but there are no votes. In principle, there can be a good way of attracting the votes of the opposition, the Party of Regions and the Lytvyn bloc. But in my opinion, the cabinet actually does not have the support base in VR. And thus it is necessary to reconsider the status of the government, the status of the majority. At the same time, it should be done even before the summer recess of VR within these coming 10 days. The president should become a key figure in this process. A compromise could be found through the president’s will, if he puts forward his candidate for premier. In that case, all the political forces could agree about such candidate who, if elected, will complete the present cabinet’s tenure.

Speaker Arseny Yatseniuk was forced to close VR’s morning session because BYUT obstructed the work of the legislature. BYUT blocked the rostrum after it failed to convince the agenda-setting council to put important bills to the vote.

There are three way-out of the present deadlock in VR, says Yatseniuk. “The first option is to build up a majority in order to pass new laws. The second option is, following the Supreme Court ruling on the imperative mandate, either to form a new coalition or restore the old one. Finally, the possibility of a snap election,” the speaker noted. “There are no other decisions. Therefore, there is the need to continue a political dialog. Presently, it is stalled,” he added.
