Will axe fall on Lviv oblast governor for failure to abide by cabinet decision?

Premier Yulia Tymoshenko has instructed oblast governors to send oblast heads of State Property Fund for a meeting in Kyiv due May 6. However, Lviv oblast SPF press service says its head Natalia Horlach is currently on a sick leave and will report back to work in a week.

The absence of N. Horlach in Kyiv may provoke the cabinet to dismiss the current Lviv Oblast acting Governor Mykola Kmit for failure to comply with the cabinet order. It should be noted that the cabinet had delayed for a month nominating Kmit for full-time governor to Pres Yushchenko

There is an on-going war between Yushchenko’s secretariat and the cabinet for the SPF. Claiming the reluctance of its current head Valentyna Semeniuk to meet the government privatization program, Tymoshenko has dismisses her and appointed Andry Portnov to run the SPF but Yushchenko vetoed the resolution. Tymoshenko is expected to introduce Portnov at the May 6 meeting.

Premier Tymoshenko asked oblast governors to send local SPF head to Kyiv, Valery Pysarenko of BYUT said. He did not rule out that some governors will sabotage the cabinet order. In this case, he continued, BYUT will press for the defiant governors’ dismissals.

In addition, BYUT will protest to the Constitutional Court Pres Yushchenko’s decree legality to appoint oblast and rayon administrators, The Ukrayinska Pravda quotes the new SPF head Portnov as saying.
